You want a web hosting package and see a choice between Plesk (windows) and cPanel (Linux), what does this mean?
These are the types of web control panels you will manage your website from, which one you get depends on the servers your host uses.
cPanel is the control panel for Linux servers and Plesk is usually used for windows servers, although it is offered on some Linux servers too.
Unless you are a developer this won't matter as it is your hosting company which runs the servers, not you.
Both control panels are easy to use will run on PC or Macs and offer the same security and primary features for server and account management.
Both can be used to configure DNS settings, manage email accounts, run FTP (File Transfer Protocol) and manage databases and have support for extra apps.

If you want to choose for yourself then it really is down to which control panel you find easier to use. While the features in each panel are similar, you may more comfortable using one over the other.
